You probably are using Porting Kit 3 in that situation.

When I tried to install a Steam Wrapper and a couple of the games based on steam it says there is no engine available to install port. Since that time I have upgraded to an M1 MacBook Air and have troubles with installation. I used this app a few months ago and had Steam running perfectly.
